1. The Singapore Environment Council (SEC; managing the Singapore Green Labelling
Scheme) and TCO Development (managing the TCO Certified sustainability certification) has
signed an agreement to facilitate the adoption of Singapore Green Labelling Scheme and TCO
Certified. The signing ceremony took place at an industry roundtable event on “Sustainability
in the IT Sector” and was signed by SEC Executive Director Mr. Cheang Kok Chung and CEO
of TCO Development, Mr. Sören Enholm. The signing agreement was witnessed by
Ambassador of Sweden to Singapore, Mr. Anders Sjöberg, Assistant CEO Infocomm Media
Development Authority (IMDA) Dr Ong Chen Hui, Chairman of TCO Development Mr. Jan
Gerlofstig, and SEC Chairman, Ms. Isabella Huang-Loh.
2. This Market Collaboration Agreement (Agreement) is in addition to the Memorandum
of Understanding (MOU) signed between SEC and TCO Development on 3 November 2023
in Stockholm Sweden. The MOU laid down principles of the collaboration between TCO
Development and Singapore Environment Council to promote ecolabelling certification. This
Agreement focuses on identifying select common criteria between the Singapore Green
Labelling Scheme and TCO Certified, and engaging organizations with the intent to (i) raise
awareness of the ecolabelling certifications, (ii) deepen understanding of ecolabels and
sustainable procurement of IT products, and (iii) advance the use of the ecolabels in relevant
IT products procurement, policy and guidelines in Singapore.
3. By working together, SEC and TCO Development seek to encourage businesses,
institutions, and government agencies to incorporate sustainability into their procurement
decisions. The agreement will provide organizations with better access to certified sustainable
IT products, allowing them to reduce environmental impact, and support responsible
production and consumption.
4. The IT sector is a significant contributor to global greenhouse gas emissions, resource
depletion, and electronic waste. Ensuring that IT products meet rigorous environmental and
social standards is crucial for addressing these challenges. Certifications like the Singapore
Green Labelling Scheme and TCO Certified help businesses and consumers identify products
that meet high sustainability benchmarks, covering aspects such as energy efficiency,
hazardous substances, circularity, and responsible supply chains. By choosing certified
products, organizations can contribute to climate action, reduce their environmental footprint,
and align with ESG commitments.
